Summary: Israel and Palestine take another tenuous step down the path to peace. Once again, a peace accord in this troubled region has been initiated through the process of international mediation. The Wye agreement caps nine days of round-the-clock negotiations that pave the way to final-status talks. And yet, as we have seen in the past, the uncompromising factions on both sides may seriously hinder the efforts of U.S. President Bill Clinton, Palestinian leader Yasser Arafat and Israeli Prime Minister Benjamin Netanyahu.
