Homeless in Canada. November 2002

Summary: The last few months in Canada have seen a large increase in the number of incidents involving those without homes. In Vancouver, Toronto, Calgary, Montreal and Ottawa, there have been struggles between authorities and homeless people. Squatters have been forcibly removed from "tent cities" and unused houses they have occupied. Are Canadian cities just too poor to deal with the problem, or does the fault lie with the provincial and federal governments?
