Summary: Prime Minister Paul Martin’s first Speech from the Throne promised a big tax break for Canada’s cash-strapped cities. They will be receiving a GST rebate worth about seven billion dollars over the next 10 years. But even that amount of money won’t be enough to reverse a decade of urban decline. The CBC’s Brian Stewart looks at how and why our cities are falling apart, and at the growing movement to give cities more political power.
