A case study tracks the fortunes of proposed development projects in Uganda over a twelve-month period. Through it, we become privy to how decisions are made, who benefits and why, and what happens when World Bank and Ugandan policies clash. Actual footage of closed-door meetings and private conversations between officials provides insights into negotiations conducted at World Bank offices in Washington, DC, and in Uganda.
